Amber is an employee of the local authority's Building Committee to challenge the occupant of a home about a structure he is building on the end of his house. She informs him that he did not apply for planning permission and that he will have to desist from work on the structure. She explains that he faces heavy fines and may even be order to dismantle the structure. The man is furious and accuses her, as an establishment type, of acting like big brother, always into everyone else's business. Amber is angry at this accusation and insists that she is only doing her job. When the man walks away from her, she follows him deeper into the house. He tells her to wait in the living room, where she cannot resist looking out of the window at the illegal structure and shaking her head. She does not hear the man approach from behind. Amber finds herself being tied up and she struggles frantically, using harsh language against the man restraining her. The man keeps her tied up in a number of different positions, while Amber remains defiant throughout and ultimately escapes.
